The Timeline
Every event below is drawn from police statements and local news reporting. Where claims are alleged rather than proven, we say so.

Terry Davis federal criminal case and supervised-release revocation
In United States v. Davis, Case No. 2:15-CR-298-JCM-GWF, the U.S. District Court for Nevada records Terry Davis as a federal criminal defendant. On May 12, 2016, the court held a supervised-release revocation hearing and sentenced him to six months in prison followed by 18 months of supervised release. The same proceeding specifically states that Davis reported to federal probation, that he was a dog trainer with another one of our scam businesses, Custom K9 Services LLC, which was not licensed in Nevada to train or sell personal-protection dogs.

Dickmeyer and Davis documented in corporate records
Business-record information shows Susan Davis as president of Working Dogs of Nevada and Zachary Dickmeyer as secretary. This is important because it establishes a documented organizational relationship between Dickmeyer, Davis and Working Dogs years before the 2026 cruelty investigation. Dickmeyer has repeatedly denied any involvement with Working Dogs, but city, county and state records prove otherwise.
By the 2020s

The new application goes in — 27 days later
Less than a month after the raid, in an effort to scam the public and the city, Zachary Adam Dickmeyer files a business license application for “Nevada Canine” for the same building. The City of Las Vegas initially denies it.
Summer 2026
No cruelty convictions; one defendant deported
The criminal cases did not result in animal-cruelty convictions. Clark County District Attorney Steve Wolfson aka Plea Bargain Steve declined to proceed against Berube because of what he described as insufficient evidence (probably bought off), while Johnstone was deported. How Berube could not be prosecuted shocked the entire community as Nevada's existing NRS 574.100 prohibits someone from causing, procuring, or allowing certain cruelty and from instigating, engaging in, or furthering animal cruelty.

Approved on appeal — new name, same address
Reporting identifies Dickmeyer as the owner of Nevada Canine, seeking to operate at the same location formerly occupied by Working Dogs of Nevada. The City of Las Vegas initially rejected the license application but ultimately granted a six-month temporary license subject to conditions. Dickmeyer acknowledged to Channel 13 that he previously worked as a manager at Working Dogs of Nevada. He was not charged and says the new business is separate.
